Carolyn E. Wright is an attorney who works for photographers.
Her article The Fuss About Fair Use is about using someone’s work such as a photograph or blog post in a review or some other way.
Wright said “Surprisingly, the purpose of copyright law is not to protect the work of creatives, but, as stated in Article I, section 8, clause 8, of the United States Constitution, it is “to promote the Progress of Science and useful Arts, by securing for limited times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries.” She goes on in detail covering Rights of Society to balance out fair use and the rest of the article.
Some actions that copyrighted work can become fair use is criticism, comment, news reporting, teaching (including multiple copies for classroom use), scholarship, or research, is not an infringement of copyright. She goes on listing four factors that are considered by a court to determine whether a use is fair.
A very good read and worth your time. Please check out her blog on photography and the law in the USA.
